Northern Ireland: inspection of treatment of vulnerable prisoners

The primary objective of this inspection was to assess the progress of the Northern Ireland Prison Service (NIPS) in implementing the Northern Ireland Prisoner Ombudsman’s recommendations since January 2009.

The report found that while most of the Prisoner Ombudsman’s recommendations had been implemented, the minority that had not been implemented were some of the most critical.

Inspectors found that procedural improvements did not translate into meaningful outcomes from the perspective of vulnerable prisoners, and there remain significant concerns around the provision of a suitable regime in each establishment, particularly in Maghaberry Prison.
