IPRT Briefing: Detention of Children in St. Patrick's Institution (updated)

IPRT has been vocal in its condemnation of the detention of young people in St. Patrick's Institution. In this regard we have been joined by many other organisations, not least of which is the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), the Ombudsman for Children, and the Children's Rights Alliance.

Problems identified include the lack of an independent complaints procedure for young people, protection regimes which see children locked up in cells for up to 23-hours a day, and the culture of bullying which persists in St. Patrick's.

This Briefing outlines IPRT's position on the ongoing detention of children in St. Patrick's Institution, together with information on the conditions, the issues and our three key recommendations.
