IPRT Responds to the Parole Board Annual Report 2025

The Irish Penal Reform Trust (IPRT) welcomes the publication of the Parole Board’s Annual Report 2025, its fourth annual report since becoming a statutory body. 

The 2025 Annual Report again provides a candid insight into the pressures facing the parole system. In 2025, 44 applications were refused, 12 parole orders were granted, and 24 were varied — figures that highlight both the volume of work undertaken and the importance of timely, well‑supported decision‑making. However, we remain concerned by the continued delays in processing applications, particularly where essential reports are not provided to the Board in a timely fashion. These delays have significant consequences for both victims and people applying for parole.” 

IPRT also notes the impact of ongoing staffing shortages within the Parole Board Secretariat, which limited the Board’s ability to carry out important statutory functions such as research and public engagement. Under‑resourcing continues to undermine the Board’s capacity to deliver fair, efficient and trauma‑informed decision‑making for all involved. 

At the same time, we welcome the positive progress reported on the long‑awaited case‑management system, which is due to be in place in 2026. This is a much‑needed development that should improve efficiency, reduce delays, and support better‑quality decision‑making. It is essential that this work continues with urgency and adequate resourcing.” 

IPRT supports the Parole Board’s commitment to transparency and fairness. The Annual Report again underscores the need for sustained investment, improved inter‑agency cooperation, and legislative review to ensure the parole system is fit for purpose and capable of delivering timely, evidence‑based decisions.
