181. Mr. Naughten asked the Minister for Justice, Equality and Law Reform his future plans for Loughan House, Blacklion, County Cavan; his views on whether it is an integral part of the Prison Service; and if he will make a statement on the matter. [31892/03]

Minister for Justice, Equality and Law Reform (Mr. McDowell): I would prefer if Loughan House was operated by the Prison Service within a prison system that functions on a sensible, reasonable and cost effective basis. Achieving that will require significant cost restructuring in all prisons and places of detention on foot of proposals put to the Prison Officers' Association for new staff attendance arrangements and elimination of overtime working. As already announced, the Government has decided that, in the event of no agreement on proposals, Loughan House will be run under new management outside of the prison system.

I have made it clear to the POA that I want to move forward. Yesterday negotiations with the association commenced in the Labour Relations Commission. I hope that consensus can be reached. A successful outcome would enable Loughan House to continue to operate as an open centre run by the Prison Service.
