Census of Restricted Regime Prisoners January 2017

The Irish Prison Service Statistics Office has recently published its quarterly census of Restricted Regime Prisoners in the Irish prison system. The January 2017 census shows that the number of prisoners on restricted regimes has increased by 4 (0.9%) in the overall figure compared to October 2016 - from 424 (October 2016) to 428 (January 2017).

The figure for those on a restricted regime for protection reasons (Rule 63) was 397, (of which 389 were there at their own request). The number of prisoners on 22 and 23-hour restricted regime was 72 (23hr – 7, 22hr - 65) which represents an increase of 41 (132%) on October 2016.

The key statistics from this census are:

  • Of the 1,030 prisoners classified as protection prisoners only 397 had regime restricted (Rule 63);
  • 428 prisoners in total were subject to a restricted regime;
  • 397 (10.9% of prison population 3,643) prisoners on protection (Rule 63), of which 389 were there of their own request;
  • 24 prisoners restricted on grounds of order (Rule 62);
  • No prisoners were restricted due to discipline (Rule 67, Part 3 Prisons Act 2007).
