What is the justice system for if we don’t believe in rehabilitation?

Irish Penal Reform Trust is referenced in this article by Irish Times columnist Breda O'Brien which focuses on people with a history of convictions and echoes what research tells us. As Breda highlights in the article:
"Serving time in prison should not be the start of a longer sentence of stigma, shame and reduced opportunities after custody. Sadly, it often is. People find it hard to access work. If they attempt to set up their own business, they struggle to get insurance".
